How Do I Achieve the Desired Temperature in My Pond?

I am trying to size a heater for a waterfall/stream project in Vail, CO. I only want to keep the water temperature above freezing and below 40 degrees approximately. I will have 2-3,000 gallons of water in circulation with flow rates of 150-250 gpm.
I have 2) 3″ return lines and was considering using part#DE6115 in one or both lines but it’s temp controller works from 61-104 degrees.
I am incorporating a cistern (10′ x 5′) that could house part #OPS30 but I am uncertain as to the appropriate wattage required.
As I mentioned I only want to keep the water above the freezing tempurature and the water feature structure will be heater so freezing on the falls will be minimized.
